William R. Klemm
U.S. Navy


Rear Adm. William R. Klemm was born in Washington, DC. He enlisted in the Naval Reserve in June 1964 and completed his BS Degree with honors at Widener University (then Pennsylvania Military College) in Chester, Pennsylvania. He attended Reserve Officer Candidate training at the U.S. Naval Academy and was commissioned an ensign in October 1969. He was designated an Engineering Duty Officer in 1971.

Admiral Klemm's commissioned sea duty assignments have included Auxiliaries Officer and Main Propulsion Assistant on the USS LA SALLE (LPD 3) and two tours as Boilers Officer and Chief Engineer on USS JOHN F. KENNEDY (CV 67). Shore duty assignments include: Senior Ship Superintendent and Docking Officer at Norfolk Naval Shipyard; FFG-7 Construction Superintendent and later Repair Officer at Supervisor of Shipbuilding, Conversion and Repair, Bath, ME; Type Desk Officer on staff, Commander Naval Air Force, U.S. Atlantic Fleet; Officer in Charge, Planning and Engineering Repairs and Alterations for Carriers, Bremerton , WA; Repair Officer, Planning Officer and Production Officer, Puget Sound Naval Shipyard, Bremerton, WA; Deputy Program Manager and Officer in Charge, Naval Sea Systems Command Advanced Industrial Management site, Portsmouth, VA; and duty as the 98th Commander of the Norfolk Naval Shipyard.

Upon selection to Flag rank, Admiral Klemm was assigned as Deputy Commander for Naval Shipyard and SUPSHIP Management and Field Activity Support (SEA 07), Naval Sea Systems Command, which was consolidated with three HQ organizations to form the Logistics, Maintenance and Industrial Operations Directorate (SEA 04). He then reported to the Chief of Naval Operations Staff as Director, Industrial Capability, Maintenance Policy and Acquisition Logistics Division (N43) in July 1998. He reported to his current assignment as Fleet Maintenance Officer in August 1999.

His advanced education includes an MBA from Rensselaer Polytechnic Institute, Troy, NY; Executive Education Program at the Fuqua School of Business, Duke University, Raleigh, NC; and the Defense Systems Management College, Program Managers Course, Ft. Belvoir, VA.

His service decorations include the Legion of Merit, Meritorious Service Medal (with two gold stars), Navy Commendation Medal, Navy Unit Commendation (with two stars), Navy "E" Ribbon, Naval Reserve Meritorious Service Medal, National Defense Medal (with star) and the Sea Service Ribbon (with two stars).
