RMKS/1. This Fleet Order is the sixth and final in a series that sets my broad expectations for the fighting force of U.S. Pacific Fleet. Resiliency, in the warfighting sense, is the capacity to anticipate, prepare for, absorb, adapt to, and respond to dynamic situations while sustaining combat effectiveness and executing assigned tasking.  Resilience forms the bedrock of a fighting force prepared to prevail in a complex and contested world.  It is inherent and intertwined in the previous five orders of Professionalism, Combat Readiness, Safety, Stewardship, and Teamwork.

2. Resilient people, systems, and processes can respond to any situation, rapidly recover from difficulties, and maintain or regain essential functions in the face of disruption. As Admiral H.G. Rickover stated, “The most valuable asset we have is the ability to learn and adapt.” This embodies the spirit of resilience: proactively seeking improvement, embracing change, and continuously strengthening our capabilities, even during the most stressing combat situations.  This order specifically addresses resiliency across three critical areas: our personnel, our systems, and our processes.

3. Our ability to successfully answer the call to fight and win depends on our ability to withstand and overcome challenges. This requires a holistic approach to resiliency, encompassing:

a. Personal Resilience: Commensurate with Professionalism, Combat Readiness and Safety, the mental, physical, and emotional fortitude of our Sailors and civilians is paramount. A resilient Sailor is adaptable, resourceful, and committed to mission success, even in the face of adversity.  That resiliency is shored up in maintaining high individual and unit morale, that stems from a sense of belief in the mission, a sense of belonging in your unit, confidence in yourself and your team, and ensuring you, your shipmates and your family are taken care of.  All members of the command must be focused on building and maintaining this morale.   While it is an all hands effort to achieve morale, it starts with you and includes robust training in stress management, psychological health resources, making time to keep yourself physically and mentally fit, and commitment to continuous learning and improvement, all to build a command climate that prioritizes wellbeing and fosters open communication.

b. Systems Resilience: In line with Professionalism, Combat Readiness and Stewardship, our ships, aircraft, submarines, shore facilities and systems must be designed, maintained, and operated to withstand damage and disruption. This requires redundancy in critical systems, robust cybersecurity measures, and a commitment to proactive maintenance and modernization. A resilient system is capable of continuing to operate, even when compromised.  Don’t leave redundancy at the pier or in the hangar.

c. Process Resilience: Building off Professionalism and Teamwork, our staffs must be organized and trained to operate effectively in dynamic and uncertain environments. This requires flexible planning processes, decentralized decision-making authority, and a commitment to continuous learning and adaptation. A resilient staff is able to anticipate challenges, adapt to changing circumstances, and maintain situational awareness.

4. The resiliency of the U.S. Pacific Fleet is the foundation of combat readiness, and I expect you to embrace it in all aspects of your duty.  When we strengthen our collective resilience, we strengthen the trust, confidence, and partnerships that are essential to our security.  Be vigilant, prioritize readiness, and look out for each other. Your unwavering commitment to resiliency – in yourselves, your systems, and your processes – will ensure we remain the most capable and adaptable Navy on the planet.

5.   I intend for this to be the last fleet order in the series.  Together, all of my previous Fleet Orders -- Professionalism, Combat Readiness, Safety, Stewardship, and Teamwork -- help build resiliency.  A resilient team is postured to prevail in war or peace.  As Pacific Fleet Sailors and civilians, we will always conduct ourselves with a resilient mindset, -- Let’s get after it!
