Teamwork and cooperation are non-negotiable standards for the U.S. Pacific Fleet. To operate effectively in complex modern battle space requires a team with a bias for action, the constant drive for excellence, and precise execution. A team that does that can achieve and maintain combat ready capability to deter conflict and prevail in war. 2. The challenges we face in the Indo-Pacific demand a fleet that operates with a mastery of the basics, continual adaptability, and unwavering cohesion. As demonstrated in our current operations – and as highlighted in previous Fleet Orders – our prowess and strength aren’t solely derived from advanced technology or individual expertise, but from our ability to function as a united and integrated team. The ability to perform well individually is the expected standard of a professional. Teamwork requires that individual professionalism to then be integrated together to create a winning team. A highly skilled team, made better by the sum of its parts, operates at the highest levels both tactically and operationally. We are, unequivocally, stronger together. 3. Central to effective teamwork is trust. Trust develops from consistent performance, strong communication, and a demonstrated commitment to one another. It strengthens our relationships and confidence across all ranks and in the demanding environment of naval operations enables us to rely on those around us without hesitation. When we rely on each other and support each other, we forge the bonds of trust that are essential for mission success. This requires consistent demonstration of integrity, competence, and a genuine commitment to the well-being of our teammates. 4. The speed and effectiveness of our military operations are directly proportional to the level of trust within our ranks. A lack of trust creates friction, slows decision-making, and ultimately jeopardizes mission success. Conversely, high trust fosters initiative, encourages transparent communication, and allows us to adapt and overcome challenges effectively. 5. My task to each of you is to reinforce a culture of proactive teamwork, individual and collective excellence, and mutual support across the entire Pacific Fleet. This means actively cultivating an environment where every member knows they are a vital part of the team. Empower your teammates to contribute their unique skills and perspectives. Maintain a culture where open and honest communication and respect are the norm. Ensure clear roles and responsibilities are understood. Hold each other accountable and support your shipmates, both professionally and personally. 6. This order is promulgated to memorialize teamwork as my expectation. Commanding Officers shall discuss this Fleet Order with their commands during the next all-hands call.
