Mr. David P. Fields

Mr. David Fields is currently assigned as the Executive Director for Plans and Policy, U.S. Pacific Fleet.  In this capacity he is responsible for oversight of the U.S. Navy’s operational and contingency planning, international engagements, and security cooperation within the U.S. Indo-Pacific Command Area of Responsibility.  Prior to entering the Senior Executive Service, he served as in the Navy Civilian workforce as U.S. Pacific Fleet’s Chief of Strategic Effects.
 
Mr. Fields served 31 years as a Naval Aviator and Navy Operational Planner, retiring with the rank of Captain.  Following Naval Aviation training and until 2004, he was assigned to Helicopter Anti-Submarine Squadron Light 51 (HSL-51) in Atsugi, Japan, Air Test and Evaluation Squadron ONE (VX-1) at Patuxent River, Maryland and twice assigned to HSL-37 in Kaneohe Bay, Hawaii flying SH-60B/F/H Seahawk.  During that time, he made numerous deployments embarked in frigates, destroyers, and cruisers and served in a variety of billets including Operational Test Director, Weapons and Tactics Instructor, Detachment Officer-in-Charge and Squadron Operations Officer. 
 
Upon graduation from the Joint Advanced Warfighting School, in 2005 and until retirement in 2022, he was selectively detailed to the staffs of U.S. Indo-Pacific Command, U.S. Pacific Fleet, and U.S. SEVENTH Fleet.  In those billets he led naval, joint, combined, and interagency cross-functional teams which provided solutions to complex theater and national level challenges and operationalized Indo-Pacific strategy.
 
Mr. Fields holds Master of Science degrees from the National Defense University and Florida Institute of Technology.  He is married to the former Etsuko Morita of Tokyo, Japan and resides in Hawaii with their two children.
