While in Phnom Penh, Koehler met with senior government and military officials to discuss opportunities for continued professional engagement and maritime security cooperation between the two navies.

During the visit to Sihanoukville, Koehler toured Ream Naval Base housing, training, medical, and pier facilities. He discussed with base leadership the recent visits by U.S. Navy Independence-variant littoral combat ships USS Cincinnati (LCS 20) in January 2026 and USS Savannah (LCS 28) in December 2024 as examples of deepening cooperation between the U.S. and Royal Cambodian navies. They also discussed opportunities for future ship visits, ways to work closely together through professional military education and training, and humanitarian assistance and disaster response to improve coordination and trust that strengthens regional peace, security, and prosperity.
